Even when other elements are lacking in some entries, the world-building remains top-notch, regardless of the developer. It works because it's so familiar - it takes the iconic parts of the distinctive 1950s aesthetic and dials them up to eleven while combining it with a more traditional post-apocalyptic setting. There are plenty of mods out there that allow for the addition of bathroom assets for use in settlements, so it's something that players can solve if needs be.
Ultimately, it's not a massive detail for Fallout 4 to overlook, as it's something that many games simply won't think about during development. The game is filled to the brim with incredible details for players to discover, with some still being found to this day, so it wasn't for lack of effort on Bethesda's part. If Fallout 5 can achieve a similar level of detail, most gamers will surely be happy, even with the extremely long wait for the game.
