What Is Manpower In Europa Universalis 5?
Manpower is a resource in EU5, which can be in the top right corner of the screen, just left of the current date. It is a reserve of men ready to be recruited as Regulars, who are far superior to Levies. As the game progresses out of the Middle Ages, most nations will transition away from Levies and rely more and more on Regulars, meaning Manpower becomes more important the later the game goes.
If a nation is relying on Regulars, then you won't want to wage war when low on Manpower, as without Manpower, your Regulars cannot be replenished after suffering losses.
There is a maximum Manpower, which can be seen by hovering over the resource.
If you are low on Manpower and there's not enough time for it to fill up, players will have to revert to Levies or temporarily hold the line with Mercenaries. Suing for peace is another option.
How To Increase Manpower In Europa Universalis 5
Manpower increases each month, but how much depends on a number of factors. Here are some of the ways to increase Manpower in Europa Universalis 5.
Military Buildings
Military buildings are the main way to increase Manpower, and to find out which ones do this, go to Production, Buildings, and then search for Monthly Manpower in the search bar. Alternatively, players can Shift + Click on the Manpower resource in the top right.
Either of these techniques will bring up suitable buildings, such as City Guard. This will give +2 Manpower per month, for example. The following are some early buildings for Manpower, which may need to be researched:
- City Guard: +2
- Sergeantry: + 5
- Armory: +10
- Order Stronghold: +1

Disband Units
When hovering over the option to disband an army, the tooltip states that 'If the unit is under strength, it will free Manpower to Reinforce units in more important areas'.

Laws
The Recruitment Law in the Age of Renaissance can be unlocked fairly early on, and with it, a few Policies can increase the maximum Manpower of a nation, while the Green Standard Army increases Monthly Manpower.

- Early Standing Army: +10% Manpower
- New Model Army: +10% Manpower
- Allotment System: +15% Manpower
- Canton System: +15% Manpower
- Mass Army Policy: +20% Manpower
- Military Settlements: +20% Manpower
- Green Standard Army: +20% Monthly Manpower
Many of these are restricted to certain cultures, but each nation should be able to make use of at least one of them, if not more.
Estate Privileges
Some Estate Privileges can supposedly increase Manpower in EU5, but these may depend on the nation and culture.
For seafaring nations, Sailors and Monthly Sailors is a similar resource, but for navies. Use the same tips, such as Shift + Clicking the resource to see what buildings would help.
