To craft these special spells in Oblivion Remastered, players need to have unlocked the Altar of Spellmaking, which can be located in either the Arcane University or Frostcrag Spire. They will require the Magetallow Candles Box that can be acquired from Aurelinwae, one of the shopkeepers of the Mystic Emporium in the Imperial City's Market District.

Once they have access to the Altar of Spellmaking they can open the menu and start crafting spells by interacting with the crafting table. From there, follow these steps to craft Fortify Attribute Spells to use as buffs:

  1. In the 'Effects' Menu on the left side, select 'Fortify Attribute.'

It is important to mention that setting both gauges to the maximum will make it nearly impossible to cast the buff spell, since it will require more Magicka to cast. Both the magnitude and duration increase the required Restoration Skill level needed to cast this buff.

Of course, if players use escalating buffs and Magicka Recovery Potions, there's a way to cast a spell that requires 999 Magicka to be used, but it will take several hours to optimize it enough to make it viable.
