The Forlorn Watchman is an optional side quest in The Elder Scrolls 4: Oblivion Remastered, in which the player follows a series of clues leading to a valuable treasure buried somewhere deep in the water of Niben Bay.

A ghost called the Forlorn Watchman is rumored to roam the area around Niben Bay, searching for something. Nobody knows what, exactly, the Watchman is after, if anything, or what secrets he holds.

How to Start The Forlorn Watchman

To start The Forlorn Watchman side quest, talk to the townsfolk of Bravil and select the option ‘Rumors.’ One of the possible rumors you might hear is a legend about a wandering ghost that roams the Niben Bay.

To find out more about this ghost, speak with Gilgondorin, the owner of Silverhome on the Water. Talk to Gilgondorin and select the option ‘The Forlorn Watchman’ to hear the details. He will inform you that the Forlorn Watchman can be found at Bawnwatch Camp.

The Forlorn Watchman Walkthrough (Step-by-Step)

To find the Forlorn Watchman, head to Bawnwatch Camp on the shore of Niben Bay, southeast of Bravil. Wait until 8 PM, and the Forlorn Watchman will appear at camp (exact location shown above).

Upon approaching the ghost, he will start walking southeast along the shoreline. Follow him closely until he reaches the end of his walk. Eventually, the ghost will stop at the edge of the shore and look east. Wait patiently—he will approach you on his own and initiate a conversation. You’ll learn his name is Grantham Blakeley, and he hopes that you can give him release by finding his real body in a place known as ‘Mouth of the Panther.’

Return to Gilgondorin and ask him about the Mouth of the Panther. He’ll mark the location on your map—it’s the direction the ghost was looking.

Cross Niben Bay and make your way to the Mouth of the Panther. There, you’ll discover a wreck of a small cargo ship called Emma May.

Enter the ship through a hole in the hull’s side. Inside, you’ll be attacked by two ancient ghosts. Defeat them to continue. Open the wooden door directly in front of the entrance and read the book titled ‘Log of the Emma May’ to learn about what happened to the crew.

At the far end of this level, you’ll find a ladder leading up to the Captain’s Cabin. Defeat another ancient ghost there and loot the chest for a Potion of Healing.

Return to the Upper Deck, then find the entrance to the Mid Deck on the opposite end. Defeat the ancient ghosts here as well, and look for a chest near the broken timbers. It contains a Potion of Dispel and a Weak Potion of Healing.

Next, use the nearby trapdoor to descend to the Lower Deck. There, you’ll face the ghost of Gable the Traitor. Defeat him and loot his body to find a Small Key.

At the far end of the Lower Deck, you’ll come across a skeleton chained to a wooden beam. Interact with it to release the spirit of Grantham Blakeley, finally putting the Forlorn Watchman to rest.

Where to Find The Forlorn Watchman’s Treasure

Look for a rolled-up parchment behind the wooden beam Grantham’s skeleton was chained to. This is Grantham Blakeley’s map, a treasure map he left behind for the player as a reward. Interact with the map to reveal the treasure’s location. It will automatically be marked on your map as the next quest objective.

Follow the quest marker to the specified location in the Panther River. Dive underneath the water and look for a small rock formation with a chest in the middle—this is the treasure. Open the chest to obtain 460 Gold, a Lesser Soul Gem, an enchanted Mace, and various jewelry and gems.
