Misdirection is part of the Thieves Guild quest, and you can unlock it in The Elder Scrolls IV: Oblivion Remastered after achieving a certain rank in the guild. The captain of the Imperial Watch has called most of the guards to lock down the Waterfront and refuses to leave until he discovers the Gray Fox's location.
Players need to locate Methredhel and figure out what happened to start the Misdirection quest. As usual, players need to sneak around and steal an item or two to complete the quest, as it's still the Thieves Guild after all. There are a total of four main objectives: find Methredhel, steal a staff to return it later, and spy on Lex.

Where To Find Methredhel During Misdirection In Oblivion Remastered
After fencing 300 Gold, talk to S'Krivva to trigger the Misdirection quest. Next, open the map and fast-travel to the Imperial City and follow the quest mark to the Elven Gardens District and bribe the beggar to know Methredhel's location in The Elder Scrolls IV: Oblivion Remastered. She is hiding in Dynari Amnis' house in the Talos Plaza district. Follow the mark until you enter the house and speak with Methredhel. She explains the situation and sends players to steal the 
Hrormir's Icestaff in the Arcane University since the wizards are now distracted. The Arch-Mage sleeps between 1 AM and 7 AM so make sure to visit the university in between these times.
How To Steal The Hrormir's Icestaff From The Arcane University In Oblivion Remastered
Travel manually to the university or open the map and teleport there. If you are part of the Mages Guild and have completed enough guild quests and advanced in rank, then using the portals to reach the Arch-Mage's quarters will be much easier. However, non-Mage Guild members need to rely on stealth and persuasion to proceed.
Enter the university and sneak behind the character to enter the Council Chambers. Try to save before entering the portal as you might face trouble later on. If someone is inside the chamber, most likely Irlav Jarol, you can either charm him or try to persuade him so he stops harassing you to leave. Or, if players are quick enough, immediately head to the next portal and use it before the character has a chance to speak.
Once inside the Arch-Mage's quarters, steal the Hrormir's Icestaff in The Elder Scrolls IV: Oblivion Remastered and go to the table near his bed to leave a note. Return to Methredhel to give her the staff and receive more orders.
Where To Find Hieronymus Lex To Spy On Him In Oblivion Remastered
Methredhel will now send you to spy on Hieronymus Lex and only return when he gets orders to remove his soldiers. To find Hieronymus Lex in The Elder Scrolls IV: Oblivion Remastered, head to the Waterfront and go to the shabby shacks area to see him. Keep spying on him until a Dremora appears and speaks with him. Lex will drop a scroll on the floor and ask the guards to leave the Waterfront. Grab the scroll and return to Methredhel to tell her the news.
How To Return The Hrormir's Icestaff In Oblivion Remastered
Tell Methredhel what happened to get the final objective of the Misdirection quest in The Elder Scrolls IV: Oblivion Remastered. You need to return the staff to the Arcane University. Follow the quest mark to Ontus Vanin's house, a retired researcher, and use a lockpick to open the hard lock. You need to go late at night or early in the morning, otherwise, Ontus will be awake.
Go to the second floor and open the door with the easy difficulty to enter the researcher's private quarters. Approach the chest in the corner of the room to place the staff inside it and leave. Go back to S'Krivva in Bravil to complete the Misdirection quest and earn 300 Gold.
