Though Speed is very nice in certain situations, having a high Speed stat won't make or break a build. It basically just makes your navigation of the world a bit faster. The Scout is a really fun class, but if you care about min-maxing your build, consider choosing a class in the Stealth tree that doesn't have Speed as a Favored Attribute.

In the original game, having Acrobatics as a Major Skill meant you could level up faster, as the leveling system was tied to your progression of Major Skills. But because you don't need to pick up Acrobatics to level faster in Oblivion Remastered, it winds up being a wasted slot.

That, plus its mish-mash of Hand-to-Hand, Marksman, and Alteration Skills, makes the Monk an unfocused class for most playstyles. Even if you do want to make a pure pugilist build, you'd be better off picking another class.
