Elden Ring doesn't hand things to you easily, not even meeting a shady merchant. Finding him isn't a walk in the park; he's holed up in Caria Manor, but getting to him ain't straightforward. To track him down, you've got to explore the Three Sisters area.

Where to Find The Pidia Merchant, Carian Servant
Carian Manor, Liurnia of the Lakes
Pidia Merchant, also known as the Carian Servant, is situated in Caria Manor, located northwest of Liurnia of the Lakes. He resides on a secret balcony accessible only through a drop from the roof. To gain access to the balcony, you will need to head to the Three Sisters area, which becomes available only after the player has completed the Caria Manor section.
Move to the leftmost side when you reach the Three Sisters area and continue along the side. Stop when you see a man-made structure below and drop down. There should be a single Cerulean Scarab, indicating where to drop down from the cliffs.
After jumping down, head to the right and drop down to the wooden plank below. Keep descending until you see the balcony, resembling the one in the above image. Take the ladder or simply jump below, and you will find the Carian Servant inside the room. Engage in conversation with them to initiate trading.
The merchant cannot be fought, so don't entertain any ideas.

Here's a list of every item that the Pidia Merchant can sell to the player, along with its stock and costs. It's highly recommended to purchase all available items, as the NPC may perish later in the story. One particular item you should not overlook is the Larval Tear, which can be used to respec your character build.

In case the Pidia Merchant is already dead by the time you found them then that doesn't mean that his inventory is lost forever. You will be able to loot Pidia's Bell Bearing from their corpse and use it to buy the items from the Twin Maiden Husks merchant. Additionally, the merchant will drop either Nepheli Loux Puppet or Dolores the Sleeping Arrow Puppet, depending on whether Nepheli had consumed Seluvis's Potion or not.
