There are three main stats that Spear of the Impaler scales with: STR, DEX, and FAI. Strength and Dexterity govern the physical damage of the weapon, while Faith governs the fire damage the spear can deal. This also includes its Ash of War and its fully charged heavy attack. Since throwing the spear doesn't deal that much damage, consumes way too much stamina, and has a comparatively small range, it makes sense to optimize the build around its Ash of War, Messmer's Assault.
Messmer's Assault is a three-part skill that cannot be charged but deals massive damage when it connects completely. Unfortunately, it doesn't seem to have any hyper armor, making executing the whole sequence of attacks fairly difficult. However, even one or two parts of the barrage can take off a good deal of a boss' health bar.

35 Dexterity is a requirement for the weapon, and there's a soft cap for Dexterity past 50 when scaling elemental AP. The same thing applies with Faith. The weapon doesn't have the best scaling with Strength, so it's okay to swap out the extra points in Strength for higher Mind, Endurance, or Vigor according to your personal preference. It will reduce the damage somewhat, but not too much, making the trade-off worth it.
