Where To Find Devonia’s Hammer In Shadow Of The Erdtree
The Ancient Ruins of Rauh is a relatively late game location, and you must progress through the Shadow Keep to make it to this place. You can begin your journey of hunting down Devoina after you've made it past the Shadow Keep's long bridge and discovered the Viaduct Minor Tower Site of Grace.
Head southwest from the Viaduct Minor Tower Site of Grace, and carefully descend the ruins to reach the stream. The drop can be deadly, so exercise caution when trying to land on safe ledges. Ride west and through the ruins, and through a large archway, and keep heading straight until you see a group of shades.
Take an immediate right from the group of shades and continue riding southwest to enter a large hall. Ride to the very end of the hall and turn right through another archway. You'll eventually find a Spirit Spring drop – take it.
After dropping to a level below, ride northwest, all the way to the end. You will encounter another Spirit Spring along the way – skip this one. When you reach the very end of the passage, turn left and ride southwest through a small archway.
Turn immediately left from the archway, and continue riding southeast until you find Devonia, Crucible Knight, standing on a large rock. Devonia is an elite enemy, but is relatively easier to handle. Defeating this enemy drops the 
Crucible Hammer-Helm and Devonia's Hammer.

Devonia's Hammer Requirements & Overview
Great hammer wielded by Devonia, longest-serving of the Crucible Knights. Weapon forged of primordial gold, marked by its reddish hue and inhabited by ancient holiness. A torrent of life is engraved upon the striking face.

Devonia's Hammer is a colossal hammer that primarily scales with strength and faith. If you're creative with your character's stat distribution, you can potentially build a hybrid strength-faith build and benefit from the weapon's decent faith-scaling potential.
The hammer comes equipped with a unique weapon skill called Devonia's Vortex, inspired by the 
Ordovis's Greatsword. Executing the weapon skill causes your character to briefly spin the weapon in the air and smash it to the ground, dealing incredible AOE damage.
It's also worth noting that the weapon cannot be infused with an Ash of War, but you can upgrade it to +10 by using Somber Smithing Stones and a 
Somber Ancient Dragon Smithing Stone.
