One of Dragon's Dogma 2's main quests that takes place in Vernworth has you help an old magistrate, Waldhar, escape from the prison cell the evil queen regent put him in. Breaking him out is surprisingly easy, but you first need to find a place for him to hide in.

"The Caged Magistrate" isn't the last quest Waldhar is involved in, however. You can also get a book from him for the quest "The Sorcerer's Appraisal," which is how you get the ultimate sorcerer skill in Dragon's Dogma 2. He'll also give you a quest of his own, which is how you start "A Magisterial Amenity."

How to Begin A Magisterial Amenity

Before you can begin this quest, you first have to complete "The Caged Magistrate," and to complete that quest you need to finish "The Heel of History." There's only one way to complete both quests and as "The Caged Magistrate" is a main quest, there is no need to worry about missing something or getting a bad ending.

At least a day after you free Waldhar, head back into the hidden archive room and speak to him. He should complain about his poor eyesight, and mention that he had a set of spectacles he used to read clearly. However, the guards confiscated his spectacles, and they are now beyond his reach in the palace storehouse. Agree to get them to start the quest.

The location of the palace storehouse will appear on the map, and the building should be familiar to anyone who completed Dragon's Dogma 2's "The Stolen Throne." In fact, you can grab the spectacles while you're attending the masquerade, but only if both quests are currently active.

The spectacles item won't appear unless the quest "A Magisterial Amenity" is active.

If you aren't attending the masquerade, you won't need the courtly attire, guard uniform, or any other sort of disguise. Simply enter the palace, enter the building, and check the shelves in the south store room behind the ballroom. You should find an open wooden box lined with red velvet and named " Exquisite Spectacles." Grab it and head straight back to Waldhar. The guards shouldn't try to stop you or fight you along the way.

To return his spectacles, Waldhar will complete the quest, giving you 900 XP and the spellbook Winter's Path. This book lets any vocation cast the spell High Frigon, the advanced ice spell of the Mage vocation.
