The only thing more important than Power Levels in Dragon Ball is potential. For as impressive as Goku and Vegeta are, these are two characters who have spent their lives either fighting, training, or some combination of the two. The likes of Broly and Frieza are so powerful with barely any training, that it's hard to imagine a world where Goku and Vegeta can actually keep up without their seriously overpowered transformations on their side. 6 Caulifla Unlocked Super Saiyan Easier Than Any Other Character in the Series
Universe 6's counterpart to Goku, no one on Planet Sadala has more raw potential than Caulifla – and that's saying something considering Kale is Universe 6's Legendary Super Saiyan. Caulifla may not be the first Super Saiyan in Universe 6 history, but she had the easiest time unlocking the form.
Not just that, Caulifla almost effortlessly unlocks both Super Saiyan Grade 2 and Super Saiyan 2 just by fighting Goku in the Tournament of Power. Unfortunately, Gohan's biggest problem is that he doesn't train. At the start of Dragon Ball Super, Gohan falls off so hard, he even struggles to turn Super Saiyan in Resurrection F. Even a weakened Gohan is still supremely powerful, however, and it takes him little to no time at all to get back into shape. 4 Pan Can Become Even Stronger Than Goku & Gohan if She Keeps Training
Pan inherited Gohan's potential, and then some. At only three years old, Pan is already significantly stronger than Gohan was at four during the events of the Saiyan Saga. Although Dragon Ball Super: Super Hero ends up retconning it, Pan is able to fly as a baby in the Dragon Ball Super anime. Even with this retcon, she's still extremely powerful and already being trained by Piccolo, much like her father before her.
Pan didn't amount to much in Dragon Ball GT, but Dragon Ball Super seems determined to course-correct her fate. In Dragon Ball Z's Peaceful World Saga, Pan is so strong, she even manages to defeat Goten in the 28th World Martial Arts Tournament (only in the anime, though). The reincarnation of Kid Buu, Uub was originally the definition of untapped potential at the end of Dragon Ball Z. The Moro arc reveals that Uub is not only Kid Buu's reincarnation, but that Majin Buu had access to God Ki. When Buu was reincarnated, Uub inherited Kid Buu's untapped God Ki. Uub's power-scaling in a post-Dragon Ball Super world now makes perfect sense, as he's a child with access to God Ki and tremendous power who Goku can train into controlling. With a little bit of training, Dragon Ball Super will wind up far stronger than he was in Dragon Ball GT.
2 With No Training, Broly Was Strong Enough to Overpower Super Saiyan Blue Goku & Vegeta
Broly's potential makes Gohan's potential look like Yamcha's potential. Born with a staggering Power Level of 10,000 (making him stronger than most Elite class Saiyans), Broly spent most of his life honing his survival skills on Planet Vampa. While this made Broly incredibly sturdy, he didn't have access to formal training until Goku brought him to Beerus' Planet at the end of Dragon Ball Super: Broly. Despite this, Base Broly was strong enough to fight Saiyans with literal God forms and actually damage them.
Turning Super Saiyan only made Broly stronger, allowing him to outclass Super Saiyan Blue Goku & Vegeta, as well as Golden Frieza. Without a single day of training in his life, Frieza was the strongest mortal for years in Dragon Ball Z. He wasn't surpassed until Goku turned Super Saiyan on Namek, and even then, Frieza was still more powerful than most of the natural universe. After being revived in Dragon Ball Z: Resurrection F, Frieza trained for four months and went from being weaker than a regular Super Saiyan to strong enough to fight Super Saiyan Blue Goku on equal footing.
It really can't be understated how impressive it is that Frieza made it to God Tier by just casually working out for a few months.
