As always, Whis's involvement in the arc was never in direct conflict with the major antagonist, since he isn't allowed to interfere with the affairs of his universe. However, his role here was vital for Goku's growth, as his mastery over Ultra Instinct made him the perfect teacher for the Saiyan who had just unlocked his own version of the technique. Even in the final battle against Planet Moro, Whis displayed how even such a powerful villain is nothing to him, taking the battle as an opportunity to tell Goku what he needs to do.

Unlike his usual role in the story arcs of Dragon Ball, Vegeta took more of a support role this time. Of course, he had his fair share of battles and even held his own quite well in one of the fights against Moro, but eventually, the villain grew far too strong for him to deal with. However, he really shone due to what he prioritized instead of fighting, since he underwent tough training in order to learn the Forced Spirit Fission technique, which proved to be invaluable in the final battle as it alone gave Goku enough strength to defeat Moro for good.

Merus was initially introduced as a deceptively skilled member of the Galactic Patrol and served as one of the most important characters in the overall story arc. Eventually, it was revealed that Merus was an Angel-in-training, stationed within the Galactic Patrol of Universe 7 in order to find out the workings of a Universe. He proved to be even stronger than Moro, due to which he was eventually absorbed by the villain, giving birth to the strongest version of him that took everything Goku had to defeat. Merus's involvement was crucial, as it was through his training that Goku eventually mastered Ultra Instinct even further.

One doesn't earn the epithet of 'Planet Eater' without being one of the strongest beings in the universe. Moro was a monstrous villain who had been active over 10 million years ago and was kept as a prisoner by the Galactic Patrol, only to escape and wreak havoc across the universe. Moro's strength was legendary and, initially, was far superior to anything that Goku and Vegeta could come up with due to him getting stronger by draining entire planets of energy. Eventually, it took Goku's strongest skills and powers to defeat him for good.

Just like many Dragon Ball arcs, Goku was definitely the main focus of the Galactic Patrol Prisoner arc, especially since the story dealt with his journey to master the fabled Ultra Instinct. Through the many battles he underwent over the course of this arc and the mentorship of Whis and Merus, Goku finally understood the technique like never before, allowing him to make full use of it against Moro. Ultimately, Moro grew far stronger by the end and almost threatened the Earth, and it was Goku, through Vegeta and the others' help, who finally put him down.
