Dragon Ball Super is still on hiatus, but fans hope that the series will return next year and start the long-awaited Black Frieza Arc. With Goku and Vegeta reaching new levels of power, everyone is excited to learn what will happen next.
However, there is a character featured in Dragon Ball Super who has shown immense potential to become stronger than anyone we have seen. While this character is unlikely to play a major role in the manga, it would be nice if the story explored them a little more.
Dragon Ball: This Is Goku's Best Transformation, And It Isn't Even Close
Goku has had the most transformations in the series, but only one stands as not only his best, but as the best in all of Dragon Ball!
Goku Is At His Peak With Ultra Instinct
Ultra Instinct is the most powerful form Goku has ever reached, to the point that many fans believe it would make no sense for him to unleash a stronger transformation. To these fans, it makes more sense for Goku to improve his abilities within Ultra Instinct, as he has done with Perfected Ultra Instinct and True Ultra Instinct, instead of unlocking a new form.
That's because with Ultra Instinct, Goku can at least try to match some of the Gods of Destruction. It's clear that he is still no match for the strongest of them, but he can at least keep a fair battle for some time. Therefore, there's a lot of room for improvement and many things to be explored with Ultra Instinct. However, since it's Dragon Ball we're talking about, there's, of course, still room for new transformations, although perhaps Dragon Ball Super should explore fusions rather than new forms.
Other Z-Fighters Are At the Same Level As Goku
The story of Dragon Ball Super might not always clearly show who is stronger than whom, which naturally leads to fans arguing over power levels. But according to Toyotaro, Ultra Instinct Goku, Ultra Ego Vegeta, Beast Gohan, Orange Piccolo, and Legendary Super Saiyan Broly are all about the same level. However, while they are all insanely strong, it has been implied that none of them could defeat Black Frieza, whose power level is immeasurable (according to V-JUMP).
In any case, while everyone has gotten stronger since Black Frieza first appeared, it is unlikely that they will be able to defeat him only with their current form. This leads other fans to believe that new transformations are coming, although, as mentioned, they could perhaps defeat Black Frieza with new fusions. Or even characters that have been sidelined could return to the story, like Goten and Trunks. Toyotaro recently mentioned that he would like to focus on Goten in the future. But there is a character in Dragon Ball Super that has shown amazing potential to become one of the strongest fighters we have ever seen: Pan.
Pan Could Become the Strongest Saiyan

Pan is still very young in Dragon Ball Super; at the end of the Super Hero Saga, the most recent arc, she is only three years old. Yet, Pan already shows immense potential as a warrior. For instance, she learned to fly when she was still a baby; Gohan only learned to fly when he was five, and even Trunks and Goten were a bit older when they learned it.

Toriyama once stated that Gohan is the strongest man in the universe. However, Gohan doesn't explore his full potential, as he has never been into fighting; on the contrary, he was deemed weak and afraid of everything when he was a child. Pan apparently has more potential than Gohan showed at her age, and she also seems to have inherited a willingness to fight that probably comes from her Saiyan lineage (although she is only a quarter Saiyan). With all this, Pan could perhaps become the strongest Saiyan out there, since she seems to have a huge hidden potential and the will to train and discover the power she has. Given that she is Gohan's daughter, she might also be able to eventually unleash Beast, since this transformation is related to Gohan's unique potential, so she might have "inherited" some of it. Finally, it would actually be quite Toriyama-ish if the granddaughter of Mr. Satan eventually became the strongest warrior in the universe.
Could Pan Still Show Her Potential in Dragon Ball Super?

While Pan is a promising character in Dragon Ball Super, she is unlikely to play a relevant role in the story. Despite her potential, it wouldn't make much sense for Pan to unleash divine forms or something close to that at such a young age. Dragon Ball Super is set between the end of the Buu Saga and the Peaceful World Saga (also known as "The End of Z Saga" or Uub Saga), when Pan is about 10 years old.
She might awaken transformations like Super Saiyan, SSJ2, SSJ3, and perhaps SSJ4 or Ultimate during this time span. There would even be a possibility that Pan will follow a path more similar to Broly, awakening Legendary Super Saiyan, given her potential. However, matching Goku's powers would be too much. It is more likely that Goten and Trunks will play a more significant role in the next arcs, especially considering that they could be helpful with their traditional fusions, than Pan. She might have a few fights with strong enemies, but nothing close to Gods of Destruction or Black Frieza. Nonetheless, Pan has already proved she deserves to be explored more in the story and, maybe, in future spin-offs or sequels.
