All the Dragon Age games have a returning character, such as Anders and Varric. When discussing which character should return from Dragon Age: Inquisition, Dragon Age: The Veilguard's game director, Corinne Busche, commented that Harding was a natural decision because of her unexpected popularity with Dragon Age: Inquisition's fans.
While Scout Harding wasn't a companion in Dragon Age: Inquisition, she did interact with the Inquisitor on numerous occasions, and players could even initiate a minor romance with her in Inquisition's Trespasser DLC.
It's in Dragon Age: The Veilguard, however, where Harding is destined to shine. She has spent the past ten years chasing Solas across Thedas and acts as the Inquisition representative for the Veilguard, rather than any of the six main factions that the other companions represent. BioWare has stated that Harding has developed magical abilities in Dragon Age: The Veilguard, and the launch date trailer depicts her freezing darkspawn in their tracks and raising a section of rock, showing that it's clear that Harding has plenty of reason to be a part of the team.

Harding stood out as a Dragon Age: Inquisition NPC because of her charming and bubbling personality. Small details such as the fact that Harding's mom is a seamstress and named her Lace, that she loves plants, and joined the Inquisition to see the world add depth to Harding that is evident even before Dragon Age: The Veilguard's launch. It's clear that, at her core, Harding is a character who cares deeply about those she shares a connection with, and that is likely to be the same for Rooks who romance her.
Harding's Possible Role in Lore and Dragon Age: The Veilguard's Story
Even when Harding wasn't available as a fully-fledged romance in Dragon Age: Inquisition, players courted the idea of a fully-fledged romance with her. Rook will likely see an entirely new side to Harding that the Inquisitor never got to experience due to a number of factors, and it's a great opportunity to see a familiar character grow and change in unexpected ways.
