To trigger Partners in a Dangerous Crime quest, players must complete a few prerequisites in Dragon Age: The Veilguard. As it is a side quest, Rook can safely ignore it and move on to more pressing matters, but completing it does reward you with valuable items as well as affinity with your current companions.
At the end of Partners of a Dangerous Crime quest in Dragon Age: The Veilguard, players are faced with two decisions regarding the fate of the two 'spies.' While it won’t affect your gameplay or ending in any shape or form, it does affect the lives of some NPC.

The Partners in a Dangerous Crime quest in Dragon Age: The Veilguard starts with talking to Chance at the Crows base. Next, you are guided to a location where the spies were in the last scene. Upon arrival, Rook must defeat a couple of enemies and then search for clues left by the spies, which are found on the dock near the boats.
The letter leads the team to the Grand Market where there are a lot of merchants in Dragon Age: The Veilguard. Upon following the trail, you'll discover another letter next to a locked storage room. To open it, you need to solve the brazier puzzle by lighting it in the correct order.
How To Solve The Fire Brazier Puzzle - Partners In A Dangerous Crime Quest
The key to knowing which one to light first is by looking at the candles next to the brazier. First, head south near the stairs and light the brazier with one candle next to it, then go to the other side of the stairs and light one with two candles. Proceed north and ignite the third one with three candles and finally light the final brazier next to the storage door to solve the puzzle in Dragon Age: The Veilguard.
Once the door is unlocked, players will discover the 'spies' are actually lovers meeting in secret. Go to the nearby cafe and read the clue near the merchant. It turns out the lovers were found and players have a choice to make.
Keep in mind this quest is only available if you choose to save Treviso instead of Minrathous.
Should You Turn The Lovers In Or Warn Them In Dragon Age: The Veilguard
Players must choose one of the following options; you can either leave a note for the lovers in the storage room to warn them or turn them in by talking directly to Chance at the Crows base. Keep in mind that both options do not affect the ending of the game.
Choosing to warn the lovers will help them elope safely without any problems and Rook will tell Chance they 'took care' of the situation. He won’t believe you, but says he won’t run after the lovers and the quest will end in Dragon Age: The Veilguard by earning Crows Faction Strength and increased bonds with current companions. Rook will also receive The Gratitude of Lovers letter later on.
Choosing to turn the lovers in, on the other hand, will start a new quest called the Lethal Devotion, where players need to defeat a couple of Venatori enemies and discover the body of the female lover, Pearl. After the fight, speak with Chance, who now trusts players more and earns the same rewards as before.
