To trigger the Headdress to Impress quest in Disney Dreamlight Valley, simply reach friendship level 10 with Cruella De Vil and unlock Daisy and Sally, if you haven't already.
Next, speak with Cruella as she will reveal her idea of a fashion show where contestants will design hats.
Talk with Daisy and Sally and ask whether they wish to participate.
To help them create the perfect hat, collect these materials.

As you head into Snow White's hut to give the materials to Daisy, you hear Cruella trying to insult her work with Sally. She mentions being submerged in work and heads out to work on her hat. After giving the items to Daisy, Dreamers decide to check on Cruella to see if she needs anything.
Speak with the designer, who seems suspiciously happy to keep you busy, and head off to gather the following materials to build her a Fashion Show Runway.

After giving the Fashion Show Runway to Cruella De Vil, you decide to check up on Daisy and Sally, as the designer is already declaring herself the winner.
Return to Snow White's hut only to find their hat missing. Players need to fish out the damaged hat from the Fortress in DDV.
How To Fish For Damaged Hat From The Fortress In DDV
To fish the damaged hat from the Fortress in DDV, head to the Fortress from Haute Plateau or Modish March, then run to the small pond found northwest to cast the fishing rod into the golden ripple.
Fish out the damaged hat and give it to Mirabel to fix the damage. Talk with Cruella and tell her the contest is still on, as you found and fixed the damaged hat. After declaring Dreamers the judge, place the Fashion Show Runway in Wishblossom Ranch and change into one of the hats to start.
Take a photo and tell Cruella which hat is the winner, but you get to keep both of them.
Afterward, the Headdress to Impress quest is complete, and the designer will give you the Black, White, and Chic All Over outfit as a reward.
