Blizzard has said that it will share updates with fans as soon as it can, and that it appreciates their "patience."
If Blizzard literally means "a few hours" to be about three hours, then fans should be able to expect Diablo 4 Season 2 to start around 1pm PT. It's possible that Diablo 4 Season 2 will kick off earlier, but there's also a chance that fans will have to wait longer than expected to jump into the Season of Blood. Expectations have been relatively high for Diablo 4 Season of Blood, so it's understandable that some fans are upset that it hasn't started at the advertised time.
