The Ugly Bastard Helm is by far one of the best Legendary Unique Helms for the Barbarian, which is why nearly every build utilizes it. Berserking provides such a raw damage increase and is so build agnostic that any item buffing it is likely to be meta.
In contrast, items like 
Crown of Lucion are so niche (as few builds use resource well enough to benefit from it) that they don't see the same dominance. The other two options, the 
Tuskhelm of Joritz the Mighty and the 
Godslayer Crown, can be activated by many builds but result in a smaller overall clear speed increase over the Ugly Bastard Helm (granting a 60% damage increase rather than 100%).

This makes the explosion when casting Wrath of the Berserker extremely valuable in clearing packs.
