To get the Blood Moon Breeches Unique pants, you can start by either opening chests or defeating enemies in World Tier 3 and World Tier 4 in Diablo 4. While Unique drop chances have improved throughout the game's lifespan, your best shot at getting the Blood Moon Breeches this way is to engage in endgame activities such as Nightmare Dungeons, Gathering Legions, Helltides, and joining players in defeating World Bosses across Sanctuary.
The Blood Moon Breeches were introduced during Diablo 4 Season 2, a season that also saw the implementation of the Uber Boss activities. Uniques are part of a specific Uber Boss loot pool, allowing for greater drop chances at a higher risk due to the difficulty of the fights.
