Xur has returned again to Destiny 2, complete with new exotic and legendary gear for players to check out for a limited time. This week saw plenty of excitement within the community as Bungie unveiled a brand-new cutscene that many are saying solved nearly all of Lightfall's narrative issues. Fans can finally get answers to burning questions like what is the veil, and who exactly is The Witness?
In terms of the future of Destiny 2, many players have begun to theorize that Deep Dives from the current Season of the Deep could be a potential hint at what the game could look like without Power Levels. Older rumors have indicated that Bungie could be doing away with Power Levels and in Season 21, there was no reset or bump as there typically is. Unlike other activities which are recommended based on power, Deep Dive has a fixed difficulty that dynamically changes based on the power level of the player.
In the meantime, the weekend merchant Xur has made a return to the world of Destiny 2. Follow this guide for his most current weekend location, news on his exotic cipher quest, as well as a review of all the exotic and legendary gear he's brought for the weekend of June 23, 2023.
Where is Xur?
Over the next few days, Xur can be found at the Winding Cove in the EDZ destination.
Fast travel to the Winding Cove zone and immediately head towards the back where the Fallen typically patrol. Climb the cliffs back here to find Xur standing on a ledge not too far from a crashed ship.
Class Armor and Exotic Cipher
Xur's role continues to offer the usual weekly quests, exotics, and legendary gear. Not only are these quests required to purchase a second fated engram, but they're necessary to acquire legacy exotic gear from the Tower kiosk. Players can earn a new cipher by completing strikes and winning crucible or gambit matches. Gain bonus points for playing with clan mates or finishing more challenging activities.
Xur continues to sell even more gear outside his usual content. In addition to his normal exotic gear, Xur now has Legendary Weapons and Armor for sale in exchange for Legendary Shards and Glimmer.
Exotic Armor
Phoenix Protocol - Warlock chest armor
Exotic Perk:
Battle-Hearth - Kills and assists you make while standing in the Warlock's Well of Radiance return Super energy.
Compared to the other two class exotics on sale this week, Phoenix Protocol isn't quite the must-have item. Even with an extremely high Mobility stat, the overall roll is pretty solid, likely better than most collection rolls. So this isn't a recommended purchase this week.

Wormhusk Crown - Hunter helmet
Exotic Perk:
Burning Souls - Dodging gives a small health and shield bump.
While the Wormhusk Crown may not be as strong as it was previously, this is still a valuable exotic item to help with survivability. Plus, the roll is really solid this week so this is another easy recommendation.

Heart of Inmost Light - Titan chest armor
Exotic Perk:
Overflowing Light - Using an ability (grenade, melee, or Barricade) empowers the other two abilities. Empowered means abilities have faster regen, melees and grenades do more damage, and Barricades have more hit points.
The highest roll of the three exotics combined with the exotic ability of this gear makes this a must-have for Titan players this week.

Exotic Weapon
It's the Jade Rabbit back in stock this weekend. The Fate of All Fools is the scout weapon's intrinsic perk, giving bonus damage to players that can land a precision shot after chaining multiple body shots on an enemy. This also returns ammo to the magazine as well. Zen Moment, the other unique perk, also gives bonus stability when the weapon causes damage to an enemy.
While Scout Rifles have gained some notoriety this season thanks in large part to the exotic Dead Man's Tale, they're still not a big part of the game's overall meta. However, for skilled players, The Jade Rabbit can be a force. At the end of the day, this weapon may not suit everyone, but it's worth a look for those who can master the art of the headshot.

Hawkmoon and Dead Man's Tale Rolls
Since Season 16 removed the Presage and Harbinger exotic missions, Xur is also selling both Hawkmoon and Dead Man's Tale with randomized rolls. Players should visit him each weekend as he'll be carrying different rolls.
