The Rite of the Nine event kicked off in Destiny 2 with Spire of the Watcher, which means you can get your hands on reprised dungeon weapons. While Heresy has already introduced a new Arc machine gun, Watchful Eye, Terminus Horizon from Spire of the Watcher also has multiple great perks for PvE and PvP.

Destiny 2: Terminus Horizon PvE God Roll
The updated Terminus Horizon has endless combinations for PvE. You can double down on crowd control, go for a classic reload + damage combination, or lean into subclass synergy.

In the third column, there are two reload perks to choose from. Reconstruction is a classic to reload stowed weapons over time, but there's also Envious Arsenal, which reloads the weapon after dealing damage with your other two weapons. Envious Arsenal is widely used for boss DPS rotations, but you can also use it on machine guns when clearing adds. Other notable perks include Dragonfly for AoE damage and Triple Tap for an ammo cashback when rapidly landing precision hits.
You can pair any of the above with Killing Tally---a go-to perk on machine guns like Commemoration for up to a 30% damage increase. There's also Jolting Feedback and Rolling Storm for Arc synergy, depending on whether you want to apply Jolt or get Bolt Charge stacks.
Destiny 2: Terminus Horizon PvP God Roll
The PvP god roll is way more straightforward. You don't need reload perks, as picking up a Heavy brick automatically feeds ammo into the mag, so you can prioritize damage and overall weapon feel.

Most of the perks in the third column are for reloading, but Triple Tap creates ammo out of thin air when landing rapid precision hits. This means you can get more ammo out of one Heavy brick than your opponents. This is also the only viable option for PvP in this column, so not much wiggle room there.
For damage, Killing Tally is still a fantastic option, providing up to a 15% damage buff in PvP with three stacks. There's also Target Lock, but it requires you to land successive hits, which may not be as consistent when playing against other players.
How to Get Terminus Horizon in Destiny 2
While you can get the old Terminus Horizon from the regular Spire of the Watcher dungeon in Savathûn's Throne World, the reprised version is available during the Rite of the Nine event. Rite of the Nine refreshes three Destiny 2 dungeons, including Spire of the Watcher, with new mechanics and weapons.
Complete encounters in Rite of the Nine's version of Spire of the Watcher on any difficulty for a chance to get Terminus Horizon or other dungeon weapons, including the Wilderflight grenade launcher. You can also attune to the weapons in the Rite of the Nine hub destination. Attunement increases the chances of the encounter rewards being the selected weapon.
