Once player have progressed further in the story, they will unlock the Rosetta Aionian Tech, which will allow them to decode Tier 1 chests with the Rosetta cypher.
There are also Rosetta Tier 2 chests, and chests that can be opened only using other Matterspark puzzles, which are connected to a Field Generator that can be overcharged with this ability.
