For the short and sweet answer, the Autumn Wind Pulse Rifle can be earned by completing Crucible matches. Regardless of the activity, win or lose, the weapon will drop at the end screen after a finished game. This also applies to Iron Banner or Trials of Osiris. In Season of Defiance, the Autumn Wind is currently the "featured" Crucible weapon for the season, meaning it has a higher drop rate chance than previous Crucible guns from past seasons.

For PvP, the God Roll players should be looking for is Rangefinder and Headseeker. Rangefinder grants a flat boost to range when the player aims down sights with the gun. On the other hand, Headseeker gives increased aim assist and precision damage after landing multiple body shots.
This combo gives the weapon an enormous advantage in one-on-one fights, as with a range stat that rivals most Scout Rifles and a perk that rewards players with hitting body shots; it's no surprise the gun has a lot of usage thus far.
For PvE, Demolitionist and Adrenaline Junkie is by far the best pair to work with, especially in the current meta of Grenades. Demolitionist generates Grenade energy each time the player gets a kill with the gun, while Adrenaline Junkie gives a 20% boost in damage to the weapon after a Grenade kill.
