It Depends on How Spamton NEO is Handled
The reward players get for defeating Spamton NEO depends on how they choose to handle him. Defeating Spamton NEO by fighting rewards players with the Puppet Scarf, which can be equipped to Ralsei (more on its effects later). The bonus of the Dealmaker is that it can be equipped to any character, unlike the Puppet Scarf. The Puppet Scarf is the offensive item reward players can get from Spamton NEO. Its buffs are:

The huge increase in attack and reduction in magic make the Puppet Scarf a serious double-edged sword. It can only be equipped by Ralsei, and while it makes his attack stat comparable with Kris and Susie's, the huge reduction to his magic stat makes his Heal Prayer far less effective. As such, players will probably need to use items for healing from this point on.
Which Is the Best Spamton NEO Reward in Deltarune?
A Clear Winner, but it Depends on the Playthrough
The Dealmaker is the best Spamton NEO reward in Deltarune in most cases. While it can be equipped to most characters, it's best suited to Ralsei. This is because it makes him less fragile and increases his magic stat, meaning his Heal Prayer becomes even more effective at healing the party. The added increase in the amount of Dark Dollars earned from encounters will also be incredibly useful with five more chapters still to play after the Dealmaker is obtained.
While the Puppet Scarf's increase to Ralsei's attack stat means players will be able to get through fights much faster, it also puts added pressure on the player by forcing them to use only healing items if their party is severely injured.
However, there is one major factor that plays into not only which item players pick and how they deal with Spamton NEO. If players are pursuing a Genocide or Snowgrave playthrough of Deltarune, then they will be forced into going for the Puppet Scarf.
