Plimbo in Cult of the Lamb is an NPC that can be found in the Smuggler's Sanctuary after the first encounter in Anchordeep. He's a smuggler/sailor who constantly talks about his partner and mother-in-law, although the two never made an appearance in the game.

At the Smuggler's Sanctuary, players can buy tarot cards and Anchordeep decorations, but most importantly, Plimbo exists as the buyer for Eye of the Witness. Each Eye of the Witness can be exchanged for one Holy Talisman fragment, which can be used to unlock Fleece with various abilities. At first, the Lamb can bring him four Eyes, and as the Lamb beats more bosses, players can give Plimbo four extra eyes, for a total of eight Holy Talisman fragments, or equal to two new Fleeces.

However, after the Lamb succeeds in their crusade in Woolhaven and brings him Rotten Eye of the Witness, Plimbo will state his disgust and fully reject the item. Because of that, the Lamb must find another way to use the Rotten Eye of the Witness in the Cult of the Lamb Woolhaven DLC.

To use the Rotten Eye of the Witness in Cult of the Lamb Woolhaven DLC, players must find the Stranger in Spore Grotto.

Although the item description mentioned that Plimbo will take the Eye, upon talking to him, he will refuse buying the Rotten Eye of the Witness, and hints at a buyer in the Spore Grotto.

You don't have to speak to Plimbo first to meet the Stranger.

The Stranger in Spore Grotto is hiding in the darkness in the top-right corner of the first room. Speaking to the figure will start the Talking to Strangers quest, where the Lamb needs to give Stranger? Two Rotten Eye of the Witness.

The first Rotten Eye of the Witness will unlock the Idol of the Immolated Relic. It's marked as fragile, which means it can only be used once. Upon use, it replaces all hearts with Molten Hearts, which will burn the enemy when they hit the Lamb.

The second Rotten Eye of the Witness unlocks a Relic with a similar effect. The Veil of the Unmoved replaces all hearts with Frozen Hearts upon use, which will inflict coldness on the enemy when they hit the Lamb.
