Crisis Core: Final Fantasy 7 Reunion tells the tale of Zack Fair, an eager SOLDIER on a quest to become a hero. While most of his journey tasks him with defeating villains and protecting his friends, he can also opt to complete a few side quests along the way.
Crisis Core: Final Fantasy 7 Reunion is chock-full of engaging side quests that expand the world's lore, but some are arguably a bit more enjoyable than others. During Chapter 7, Zack can approach the Second Class SOLDIER in LOVELESS Avenue, who will then offer him a quest. Six Wutai Spies are hiding throughout Midgar, and only Zack is capable of bringing them all to justice.
Starting The Hunt For The Wutai Spies
Upon interacting with the Second Class SOLDIER in LOVELESS Avenue, the hunt for the Wutai Spies will begin. Sadly, the map doesn't explicitly state the location of each spy, so the player will need to locate them all via their own intuition. Simply talking to a suspect won't confirm their identity; the player will need to interact with them three times if they wish to unveil the Wutai Spies.
The First Wutai Spy
Along the western road of LOVELESS Avenue, Zack will find a brown-haired man wearing a short-sleeved jacket. When interacted with, this individual will panic, which suggests he isn't who he claims to be. Interacting with him three times will force him to reveal himself. The Second Class SOLDIER will then tell Zack to search for a Wutai Spy disguised as a Shinra Trooper.
The Second Wutai Spy
To locate the second Wutai Spy, Zack must visit the Sector 5 Slums - Market, where he will find a Shinra Trooper wandering aimlessly. Interacting with him three times will force him to drop the act and reveal himself to be a Wutai Spy. The Second Class SOLDIER appears shortly after Zack corners the spy, and hints at where the next Wutai Spy can be found.
The Third Wutai Spy
The third Wutai Spy can be a little difficult to locate, but he will appear eventually so long as the player is patient. To find him, Zack must enter Shinra Headquarters, take the escalator to the second floor, and approach the elevator at the back wall. If the Shinra employee doesn't emerge at first, Zack should walk away for a moment and then return. Interacting with this man three times will reveal him to be a Wutai Spy in disguise.
The Fourth Wutai Spy
The Second Class SOLDIER will then inform Zack that the fourth Wutai Spy has "an appetite for money," which isn't very much to go on. Disguised as a woman, the fourth Wutai Spy can be found talking to a man in the Sector 8 - Fountain area. Upon speaking to her three times, she will reveal herself to be a Wutai Spy.
The Fifth Wutai Spy
The Second Class SOLDIER explains to Zack that the fifth Wutai Spy isn't actually from Wutai, but that doesn't exactly help in finding him. He can be found standing in front of the rocket ship monument in the Exhibit Room located in Shinra Headquarters. Talking to him will offer a brief look into the origins of a yet-to-be-seen Final Fantasy 7 character, while also revealing the man to be a Wutai Spy.
The Sixth Wutai Spy
The sixth and final Wutai Spy has a big grudge against Zack, according to the Second Class SOLDIER. Seeing as Zack has likely made multiple enemies throughout his career, this hint isn't overly helpful. To find this unlikely Wutai Spy, Zack must venture to the Sector 6 Slums - Park, where he will be faced with three children. The young boy wearing a hat is the sixth Wutai Spy, but this will only be revealed if Zack interacts with him three times.
The Second Class SOLDIER will then appear and thank Zack for his help before rewarding him with a Walnut Wood, a material needed to create Aerith's Cute Flower Wagon. When the cutscene ends, so will the Wutai Spy quest.
