In Civilization 7, Towns initially start off with the Growing Town focus, which is considered the default option. However, players get to select a new focus when the Town reaches a population of seven Citizens. The Growing Town focus increases its growth by 50 percent while converting its Production into Gold, which is why players must pay in order to create Buildings or Units.

If players select a new focus, the town's Production will still be converted into Gold, but on top of that, its Food will also be sent to Connected Cities, making it grow drastically slower. However, they will reap the benefits of whichever town focus they choose.
