How to Fix The Crash on Startup Issue in Civ 7
There is a very simple fix if your game is constantly crashing when you start it up from steam. Here's what you need to do:

Navigate to the "Firaxis Games" folder in AppData. The exact address is as follows: C:\Users\
\AppData\Local\Firaxis Games\Sid Meier's Civilization VII - Go into the Civ 7 folder and look for LegalChoice.cache and LegalDocument.cache documents.
- Delete them and relaunch the game.
Doing so will most likely resolve the issue. When you launch the game again, you'll need to agree to Take-Two Interactive's terms of service and privacy policy again, which will regenerate the deleted files. If this doesn't work, you can try deleting the entire folder and relaunching the game. Doing so will reset all settings as well, requiring you to configure them to your liking one more time before allowing you to play the game. You might need to relink your 2K Account as well. Your save files won't be affected, though you will lose your autosaves.
