Dexter: Resurrection will be released this summer, with filming currently underway. Michael C. Hall is back as Dexter Morgan, and it's also been confirmed that Jack Alcott, David Zayas and James Remar will also be returning. Remar played Harry Morgan in the original Dexter series, appearing in flashbacks and as Dexter's Ghost. However, Harry was absent in the limited series, New Blood, with Debra Morgan taking his place as Dexter's deceased mentor.
Jennifer Carpenter hasn't signed on for Resurrection, and it could be the case that her time playing Debra Morgan in the Dexter-verse has come to an end. Her role as Dexter's Ghost appears to have been taken over by James Remar's iteration of Harry Morgan, and while she could appear in flashbacks, the passage of time between the original series and Resurrection makes this unlikely.

In the original Dexter series, Harry Morgan was already long dead, so his appearances were primarily as Dexter's ghostly apparitions, as the serial killer tried to stick to the code set out by Harry to control his dark passenger. Many fans were disappointed when Dexter's adoptive father didn't return in New Blood, and was instead replaced by Debra Morgan, who provided a very different ghostly vibe. Less of a calming influence and more of a judgmental tone. 12 long years after James Remar last portrayed Harry Morgan, he is returning to the role in the upcoming spin-off series, Resurrection, and its likely he'll be helping Dexter from beyond the grave in a similar way to how he did in the original series.
It wouldn't really work to have Debra return as another dead character in Dexter's life, especially as the end of New Blood saw her fade away, seemingly to never return, after overseeing Dexter's so-called 'death'. Christian Slater's iteration of Harry Morgan in Original Sin has provided extra backstory for the character that can potentially be explored in Resurrection, via James Remar's original version. There isn't really much more to say about Debra Morgan, after eight seasons spent on developing her arc, but Harry is still very much an unknown commodity.
Harry Morgan's Code Makes His Return Arguably More Important in Resurrection
Dexter Morgan is actually alive in Resurrection, after being shot by his teenage son, Harrison, at the end of New Blood. Original Sin's crossover with Resurrection saw Dexter being rushed to the hospital, and surviving the ordeal. When Dexter fully recovers, he'll need the ghostly guidance of his long deceased father, Harry Morgan, as he grapples with breaking the code to kill Coach Logan, while facing up to the world knowing he is the Bay Harbor Butcher. If Dexter is set to go on the run in Resurrection, the only person who truly understands his dark side is his adoptive father, so he'll likely accompany him in his subconscious mind. The revelations about Harry's past in Original Sin also make his future appearance in Resurrection all the more intriguing, as there is so much Dexter doesn't know about the lead up to his mother, Laura Moser's death.
Dexter will need guidance from Harry throughout the series, as he will likely target bad people once again, and channel his father's strict code. It is interesting that Harry wasn't occupying Dexter's mind in New Blood, and likely also didn't in the years after the end of the original series, so why is he returning now? The near-death experience has probably played a part in this, and maybe Harry returns while Dexter is in the operating theater, to remind him that he isn't done killing bad guys just yet.
