Tailed Beasts are incredibly important to the overarching world of Naruto, introduced in the very first chapter by Masashi Kishimoto. With time, the author went on to elaborate on the concept of these mystical beasts, especially in the second half of the story. Tailed Beasts are immensely powerful creatures created by the Sage of Six Paths, Hagoromo Otsutsuki, on his deathbed, when he split the chakra of the Ten Tails into nine different parts and used the Creation of All Things to give life to them. Since then, the Tailed Beasts have been incredibly important in the world of Naruto in different ways, especially through the Jinchuriki.
At the end of the Naruto series, it was Naruto Uzumaki who went on to befriend all the Tailed Beasts, and it was quite clear to see that he was the best user of their powers in the story. Now in the Boruto era, things have changed quite a bit, and even better users of Tailed Beast powers have shown up, such as Jura.
Naruto Uzumaki Was The Best Tailed Beast Power User In The Original Series
Naruto Was The Jinchuriki Of Kurama In Boruto
Naruto Uzumaki was born on the fateful day of Obito's attack on Konoha. To stop this attack, Minato Namikaze, the Fourth Hokage of Konoha, had to seal half of the Tailed Beast inside his son, while taking the other half with him. Naruto Uzumaki was given the power of this Tailed Beast to control later down the line. However, Kurama caused immense pain and hardships to Naruto in the early parts of his life. It wasn't until Naruto fully earned the respect of Kurama that the Tailed Beast started to willingly cooperate with him and became his friend.
However, at the end of the day, Naruto did go on to conquer his hatred and befriend him. In doing so, Naruto also went on to befriend all the other Tailed Beasts as well, and all of them shared a portion of their chakra with him. In other words, Naruto became a pseudo-Ten-Tails Jinchuriki in the Fourth Great Ninja War, which is where he peaked as a shinobi.

As far as the Naruto series is concerned, Jinchuriki were almost unmatched, especially Naruto. No other Jinchuriki in the series could beat him, and when combined with Six Paths Powers, even Ten Tails Jinchuriki such as Obito and Madara, could not come close to him. Naruto's usage of Tailed Beast powers was far better than anyone else, and he understood this ability the best. But, all that has changed significantly in the Boruto series, which has introduced a new concept of Tailed Beast powers through Human-Tailed Beasts. Now, even Naruto's Uzumaki is obsolete compared to these individuals.
Boruto Introduces New Concept Of Human-Tailed Beasts
Himawari and Jura Are Human Tailed Beasts
The Boruto series has introduced the fans to many new powers, and quite easily, one of the most exciting abilities that it has revealed is an upgrade on the power of Tailed Beasts, which comes in the form of Human Tailed Beasts. Previously, Tailed Beasts and humans were two separate entities, and when a Tailed Beast was sealed inside a human, they became the Jinchuriki of the beast, or in other words, a vessel.
In the Boruto series, things have changed significantly in this regard, starting with Jura. Boruto showed the concept of Tailed Beasts incarnating themselves as humans through Jura. The current strongest villain in the Boruto series is actually the incarnation of the Ten Tails itself. Jura isn't an individual inside whom the power of the Ten Tails resides, like Madara or Obito. Instead, he is the Ten Tails itself in human form, which makes him even stronger than the Ten Tails Jinchuriki, and one of the most powerful individuals to have ever lived.
The concept of human-tailed beasts is quite complex and it isn't exactly known how it came to exist in Boruto. However, it is evident that the Tailed Beasts have evolved greatly, and right now, their powers are such that they can essentially incarnate as humanoid individuals through unknown means.
Jura Is A Better User Of Tailed Beast Power Than Naruto
Jura's Powers Surpass Naruto Uzumaki
As stated previously, Jura is the incarnation of the Ten Tails itself, and this power of the Ten Tails is quite clearly immense. Not all Ten-Tails are seemingly built equally. The Ten Tails that fans saw rampage in the Naruto series was very different from the Ten Tails that exists in the Boruto series. With a portion of the power of the Ten Tails that exists in Boruto, Jigen was able to overwhelm both Naruto and Sasuke at the same time. Quite clearly, this Ten Tails seems to be even more potent, which is exactly why Jura, who is the incarnation of this particular Ten Tails, is one of the strongest characters to ever exist.

In fact, Jura is being painted to be even stronger than Isshiki Otsutsuki, which means that even Baryon Mode Naruto would struggle against him. As such, it is quite clear to see that Jura is the best user of Tailed Beast powers that fans have seen in the entire Naruto franchise, possibly even greater than the Sage of Six Paths himself, who was the Jinchuriki of the Ten Tails at one point.
Himawari Will Grow To Be Better Than Naruto
Naruto's Daughter Will Go On To Surpass Him
Another individual who will inevitably go on to surpass Naruto when it comes to using tailed beast powers is his own daughter, Himawari Uzumaki. Just like Jura, Himawari is also a Human Tailed Beast. It is essentially Kurama that incarnated inside of her, and the two are now one entity. Previously, Kurama simply existed inside of individuals as their beast, while they were the vessel. Now, Kurama and Himawari are seemingly one, even though the former still has his own body inside of Himawari. This means Kurama has better synergy with her, and on top of all that, it implies that Himawari has the potential to surpass even Naruto Uzumaki.

Kurama's reincarnation has opened up the door to countless possibilities for the future of the Boruto series, and it is evident that these humanoid Tailed Beasts are going to be incredibly important going down the line. It is highly likely that the other seven Tailed Beasts, apart from Kurama and Gyuki, will also show up in the future of the Boruto series, and add to the already excitingly developing lore of the story in many ways. If all of them develop into their own human Tailed Beasts, then, surely, the story will be elevated to a whole new level in Boruto.
