When it comes down to the best user of the Rasengan, it is undoubtedly the one who created it, and his son, that is, Minato Namikaze and Naruto Uzumaki respectively. Both of them are very powerful, and while there are other users who could rival them in strength, in terms of Rasengan usage, they're clearly superior. Minato could create any size of Rasengan in a matter of seconds, showing his incredible superiority.

Naruto, although not as good at first, most certainly surpassed Minato in Rasengan usage as the story continued. He can create an even bigger Rasengan, and has multiple variants. On top of that, Naruto Uzumaki also evolved the Rasengan. He created the Rasenshuriken, and to make things even crazier, he was able to infuse the Rasengan with Tailed Beast powers, and even Six Paths powers, creating the Tailed Beast Ultra Big Ball Rasenshuriken.

The Strongest Rasengan Variant in Boruto

Uzuhiko Is One Of The Strongest Rasengan Variants

While the best user of the Rasengan is, undoubtedly, Naruto Uzumaki, there are other users of the technique too, some that might have stronger variants. For instance, Boruto Uzumaki created Rasengan Uzuhiko, using which he can use the power and the rotation of the planet to inflict semi-permanent damage to his enemies. This technique can also be charged enough to destroy the target in a single blow, as was the case with Hidari.

That said, Rasengan Uzuhiko doesn't make Boruto the best user. He simply has one of the best variants of it. In general, Naruto is still the superior user of the technique, with his better and more versatile usage, and types that surpass Uzuhiko in destructive power too. Naruto is, by far, the best user of this technique, and thematically, it makes sense too. This is especially the case as his parents were the ones who created the technique and passed it down to him.

That said, it must be noted that Boruto Uzumaki is the unfinished product for now. He can still get even stronger and come up with stronger versions of the technique in the future. Boruto surpassing Naruto would be interesting for the fans to see and it is something that many are looking forward to. Hopefully, Ikemoto and Kishimoto deliver in that regard.
