To reach 400 Mastery in the Electric fighting style in Blox Fruits, buy the Electric style first from the Mad Scientist character. This NPC wears a white lab coat and can be found in all three seas. You will need 500,000 Beli to purchase it. You can find the Mad Scientist in Blox Fruits either behind a rock in the Skylands, near the volcano on Hot and Cold Island in the Second Sea, or inside the Castle in the Third Sea.
Once you have the Electric style, try to beat as many bosses as you can. Each boss you beat will increase your mastery level, so keep fighting them until you hit 400 Mastery in the Electric style.
