Unlike some choices in the Anno 117: Pax Romana campaign, which Julius Lupus brother you choose will have an actual impact on your city building. Both of them are useful, so you should choose which one matches your playstyle or which aspect you're struggling with.
Brutus increases the workforce you get from your houses, which is great if you keep running low on workers (it won't affect your population, though). Brutus is perfect if you're struggling with getting enough workers or plan to settle on a small island, as he can maximize the workforce in the radius.
Gaius boosts the income in an area, making him the perfect choice if you're struggling with money. On a negative balance, the game will continuously drain your Denarii, making it hard when there are demands like Lucius's demand in Anno 117: Pax Romana. Being on a negative balance can eventually put you in debt as well, in which your game will eventually end as a "losing" game.
However, if you know how to position your buildings and maximize income-boosting buildings while mitigating their risks (like fire risk or reduced happiness), then you'll find yourself overflowing with Denarii, making Gaius redundant.

For a general specialist like Gaius and Brutus, it's better to put them in the governor's villa, but more niche specialists can use the guest house, which has a smaller radius than the villa.
