There are several ways to get Specialists in Anno 117: Pax Romana. The first one is holding a festival, which will come with a random Specialist or Captain as a guest.
Captains are Specialists that you can board on your ship, giving various ship-related buffs such as movement speed, reduced cargo speed penalty, increased hitpoints, and so on.
At times, an event may also occur, which will reward players with a Specialist. For example, in the Gemini in the Rough event, governors can choose between Julius or Gaius in Anno 117: Pax Romana to recruit as a Specialist. Both Julius Lupus brothers are useful, but players can only pick one.
Players always start their game with a ship, so use it to explore the world. Eventually, players will come across a populated island, on top of inhabited ones. The populated island will come with a Trading Post and a Lighthouse. Approach the Lighthouse to see various contracts you can complete for specific rewards.
