You can collect any of these Strangelings at any point during the main story of Fantasy Life i, since there aren't any restrictions on exploration in Ginormosia. Just be prepared if you're searching for a Strangeling in a high-level zone, since there's no level scaling. Not all of the Shrines have combat challenges, though, so you may not even need to level up a combat Life for them.
The hardest Strangelings to get are the ones that drop randomly. There's no easy way to get them. You just have to repeatedly farm boss enemies and legendary gathering nodes with star icons by their names. Thankfully, these respawn every few minutes, so you can keep trying your luck. There are Strangelings for every Life that don't require you to roll the dice over and over again, though, so check the list for a different character if you need a buddy for crafting, gathering, or combat purposes.
